Jeffrey D. Randol

With over 30 years of experience in business and economic development, Jeff has achieved national recognition for excellence in the field of economic development, in addition to pioneering a variety of initiatives that include voice authentication and human imaging technologies, factory outlet shopping centers and senior housing. Jeff is a visionary and strategic thinker with an entrepreneurial spirit.

A graduate of the University of Missouri with degrees in urban planning and psychology, Jeff began his career in Independence, Missouri as Director of Economic Development for the City of Independence, Missouri. He was instrumental in establishing the state’s first Industrial Development Agency; spearheaded the design and funding of infrastructure; and built a joint chamber of commerce and city economic development initiative.

During a nine year period beginning in 1978, Jeff served as Chief Operating Officer of the newly formed Saratoga Economic Development Corporation ( www.saratogaedc.com ) based in Saratoga Springs, NY. The SEDC was established as a non-profit corporation, with joint funding from contributions by regional businesses and Saratoga County. Under Jeff’s leadership, SEDC became a non-profit consulting firm that was nationally recognized for its economic impact on Saratoga County and the surrounding region. SEDC was instrumental in assisting in the financing of over $600 million in industrial, commercial and technology projects, which resulted in the creation of over 5,000 new jobs. Additional highlights include:

  • The National Association of Counties Award for Excellence in 1983.
  • Expansion of more than 100 manufacturing and technology companies.
  • Recognition in 1985, at the age of 29, as the New York State Jaycees' Outstanding New Yorker for Community Service.
  • Recognition in 1986 as one of the top 25 outstanding young leaders throughout the U.S. in the field of GeoEconomics.
During his tenure at the SEDC, Jeff was active in promoting New York State and expanding its economic development program. Some of his accomplishments include:
  • Service as Director and President of the New York State Economic Development Council (www.nysedc.org), which promotes the economic development of NY and its communities.
  • Chairman of the New York State Economic Development Foundation, which was established to help fund local economic development initiatives.
  • Appointment by New York Governor Cuomo to the Business Development task force, which resulted in legislation that increased the NYBDC’s lending capability from $50 million to $250 million. The NYBDC ( www.nybdc.com) was created to provide funding for small businesses.
  • Director of the New York Business Development Corporation in 1986.
  • Initiated a statewide effort to attract international investments into New York. Offices and personnel were established in Europe through support of the state department of commerce.
  • Traveled extensively in Europe making presentations and speeches on behalf of New York State and the Governor’s office.
  • Developed a computerized client referral system that linked local economic development efforts with the state department of commerce.
In September of 1987, Jeff left the SEDC to pursue real estate opportunities outside of New York State. He formed The Randol Group, which specialized in factory outlet shopping centers. He worked closely with The Chelsea Group, a pioneer in factory outlets, to locate, develop and manage centers around the country. Jeff was responsible for site location, land development, government approvals, building design and construction. He was instrumental in the development and expansion of shopping centers in New York, New Jersey, Ohio, California, Kansas and Virginia.

In 1994 Jeff relocated his family to New Hope, PA where he continued his real estate activities. Selected accomplishments include:
  • Development and construction of a shopping center in New Hope.
  • Development and construction of two age restricted communities totaling 140 units in Warwick, PA.
  • Development and construction of a child care facility in Warwick, PA.
  • Design and development approvals for a large scale office park in Doylestown, PA.
  • Director and Chairman of a non-profit, regional retreat and historic campground facility on 75 acres in New Hope, PA.
In 2001, as a result of integrating voice biometrics into a senior living community that Jeff developed in Warwick, PA, he founded VoiceVerified® ( www.voiceverified.com ), a technology company that specializes in voice authentication. By acquiring patented technologies, developing proprietary applications, and obtaining a process patent for providing voice authentication, Jeff successfully directed VoiceVerified® through the development of its technologies and deployment of its voice biometric authentication solutions. As a pioneer in commercializing voice verification to thwart identity fraud, Jeff’s vision and leadership as CEO from 2002 – 2008, added to the company’s success and helped to redirect the company from being an integrator to a provider of voice authentication services. Selected accomplishments include:
  • Award of U.S. Patent #7,340,042 B2 “System and Method of Subscription Identity Authentication Utilizing Multiple Factors”. This process patent covers hosted solutions for voice authentication.
  • 2007 Ernst & Young Entrepreneur of the Year finalist.

Jeff is currently active in the formation of a Social Innovation Bank and in the advancement of business practices for social enterprises. He is particularly skilled in areas of financing and business scale ups and interesting in applying his expertise to ventures that will provide income to charitable organizations.
